So if you want to give him the benefit of the doubt you are definitely welcome to. There is a possibility that he didn't know his assistants entire plan or that it would be put in motion at that time however from my perspective when it comes to chain of command its the leaders responsibility over his subordinates. He was the one giving out orders and so if anything were to happen to Sir Evan it would fall on both the secretary and the princes shoulders, if they didn't cover it up.
Another spoiler here, later down the line, don't think it was mentioned in the most recent chapter but a Elf is going to be brought up. An Elf would be able to heal her father and the prince has the ability to bring one in at any time but refuses to do so in order to hold it over her head and keep her close.
Like I said whatever you want to believe about this guy, completely up to you. I don't think its necessary to hate him but if you do those feelings are completely okay or if you like him. For me personally I actually love the way the author has let him manifest. He has a very nice contradicting balance compared to other villain's. For example you can definitely say he has a soft side and that due to his upbringing he's been forced to become a vile person.
He has shown us that there are people constantly after him and that his actions come from his need of survival, while at the same time its clear he doesn't care of the backlash he may receive from his actions. Now he does show some remorse and self pity later down the line but its all done very nicely with this kind of contradicting back and forth. I read a lot of reincarnated villainess stories and they are really great, I love them but the characters don't often show villainess qualities. They are almost always misunderstood and in reality kind. I don't dislike this but I would like to see more characters like the prince. He is not misunderstood, he is completely willing to endanger him and those around him if it means he gets what he wants. And all that while still being able to form attachments to the people close to him.

first of all i love letio(the puppy second lead) more but i think someone said he will become an unlikable chara? not sure anyway this statements of yours I agree, yes he was still the ring leader of it all but he may have not known the entire plan, and if he knew he may still pursue the idea
but at that time i have feeling he doesn't know the entire plan, i just want to point that out really xD
Oh I can see that happening, for me I'm not a big fan of Letio. His character type is always a hit or miss for me. Especially when right and wrong need to be explained. We can probably infer at this point he is going to start doing things in the future meant to 'protect' her but end up hurting her. The authors going to use him to make the Prince look better. At least that's my prediction.
Yeah unfortunately I kind of doubt he would have changed the plan if he for sure did know. Only because at this point his feelings for her aren't quite up there yet if you know what I mean. Actually really happy the other commenter brought that up because again it brings that naïve side to him but then later you find out he's actually really sus. This is where I also want to clap for the female lead because despite her growing care for him she never lets it slip from her mind that he is untrustworthy and dangerous. And when she does chose him, we know its despite his survival instincts and more for who he is.
damn! why is it most of the times the puppy characters ends up becoming potential yandere characters ahaha
