It's a term royalty uses to describe themselve, was it benwang? Or something like that? Some use this king or this emperor... kinda like the girls use this humble girl or this servant, this slave, this consort etc...
Believe me... using we is better them translating him as saying this emperor instead... xD
It’s the imperial ‘I’, in different languages there’s often different words to show different levels of respect and closeness, that all have the same general meaning therefore because English doesn’t have these kind of words this is the best way to translate it. If you read a lot of these kind of story’s you’ll find the emperors all use we, and sometimes will even make use of the difference when they go through an emotional moment
