That's always the solution for the author: make the 2nd lead an even bigger scumbag than the 1st, so everyone is like "Oh no, not him!" or "Well, I guess I'll give the other one a chance." Then the 1st lead does some basic nice shit (or saves MC from evil 2nd lead) and gets his sad backstory and everyone says "oh my god, cute, he had his reasons, I totally understand! Shipping them, fufufu!*-*" Everyone falls for it at least once.

In general, I don't like authors using second leads just to move the plot towards the first who was indecisive, it's cheap at this point. I rather have threesomes, second lead finding a new love interest, no second lead at all... Dunno. Just a change in this type of plot could be nice

I think he's been already developing from a few chapters before this one. You can't tell me he's treating Jooin the same way he did at the beginning. At first he was REALLY terrible.
