I think it because she was deadly sick and there are a lot of rumors because of it, and it's not good for someone who aimed to be Empress, Rumors could destroy someone regardless the truth. To paved the way to the Empress seat, she needed to participate in high society but because she unable to do so she needs a substitute as stand in.

I'm confused on why they even. Needed a stan in daughter in the first place if the real one was alive. I see no point. Maybe it's something that will come up later, but it something that keeps bothering me.
