You are completely not wrong but not fully right. Stain hated the hero society bc there are fake heroes like endeavor that are just doing hero work but then act like shit and being abusive or that they are being hero for personal uses like revenge (iida) or money(ahem ahem ochako) and he wanted to change that. Toga said "i love stain he was beaten up and bleeding" she "loved" stain like the way she "love" midoriya and uraraka, bc she saw that they were beaten up and bleeding. Technically she has no real purpose like dabi or overhaul. She just... Exists and is cute that's it. Yeah true but I think her quirk took affect on her behavior. There was a scene of Toga where she was younger and ate a bird because her quirk developed so it is a possibility she changed because of her quirk.
