Hatori is married in the original work. He's also one of the first of the Yotsuba Group to die because he can't handle the weight of the Kira killings. In this fanwork, Namikawa seems to be in love with Hatori, but doesn't harbor much hope for them getting together (Hatori being a married man, note the close-ups of the ring on his ring finger). However, Namikawa decides to use Hatori's fear of Kira to coerce him into sex. Halfway through, Hatori seems to reciprocate Namikawa's feelings (he initiates a kiss).
Unfortunately, nothing is meant to be and Higuchi, the Yotsuba Kira, kills Hatori for trying to jump ship ("I want out of these meetings"). The conversation Hatori and Namikawa have in the end about each being bad liars can be interpreted in a number of ways -- Hatori realizing Namikawa was lying about being Kira and thus realizing Namikawa's feelings, Hatori knowing that he would die, Namikawa becoming self-aware of how he was lying to himself about not having hope, Namikawa not believing that Hatori returns his feelings (Hatori never takes off his ring) etc. etc. That part is very much up to the reader, and I personally really liked that ambiguity.
