Can somebody tell me what is happening here

The author of this manga/webtoon is aware that it is uploaded here (even postet comments here) and not happy about it. The uploader is either not aware of it or ignores it.
Since it can be read for free (in english, so no translation needed) on webtoons and tapas there really is no need to upload it here, especially when the author is aware of it and wants it to stop/removed.
