No you're right . Seme is doing these just like you said. But I guess author didn't do a good job portraying it cause everyone misunderstood the seme.
Seme will also go around forcing himself to play around with people cause he thinks uke mistook him as sister and will not like him . He also is trying to be a bad player cause he wants to avoid getting hurt again like his tragic past breakup.

I thought this meant seme is coming out clean and finally letting the uke get rejected(obviously) by his sister before getting too deep into the relationship. As if he was helping the uke let go of the delusion that he has a chance with the sis. And if possible, realize the actual "feeling" he has for the seme, be it curiosity or genuine affection.
