Is this really completed???

It says it is, but part of me wonders if this was supposed to be a full manga. They have characters with not fully revealed back stories, possibility that mc could be dangerous but they really don't go into it, and the introduction of story elements that aren't really explained but it feels like they will be explained in chapter 37 through random flashback.
So in short: It is finished, but it doesn't feel finished
