Yes the Emporer is infertile due to eating come coockies together with Fl as a kid (his mother had cookies with infertility drugs made for a comkubine)
The Emporer however thinks Fl is the one Infertile, but she gets pregnant later proving he is the infertile one.

He finds her interesting and cute because she has the perfect characteristics to be a wife, as Alenira said, but ultimately he just yearns to see Navier acting like Rashta that is why he copes with her being obnoxious and acting like a spoiled kid, besides the fact that he wants the baby. He likes Rashta as a mood booster and Navier as a person, Empress and companion, he just wants Navier to learn through jealousy how to act towards him.

Step 2: Have a baby [Or is it?]
Step 3: Divorce Navier and make the woman and baby part of the royalty
Step 4: Dispose of the woman and come back with Navier
Step 5: Adopt the baby
Step 6: Finally have the perfect family with the loving wife and child
And that is how the problem of infertility gets resolved!!
