Unintentional manipulation is NOT manipulation. Manipulation is the act of KNOWINGLY controlling others by twisting words or displaying emotions that they know will elicit their desired behavior from the person they're manipulating and in this case, the blond guy cried because it is his response to extreme emotion whether it's extreme happiness, sadness or fear and it's out of his control how the other would react to it, so no it isn't manipulation but cause and effect.
I don’t really like these kind of emotional manipulations with first couple.
