Nichoume does it on purpose,
the subverting of popular tropes like good v/s evil, black and white. Her previous work "Datte Maou..." had a similar protagonist- a dude who is supposed to be an evil character but actually turns out to be a tsundere softie whereas the hero character turns out to be a bit of an ass.
But Yamada Nichoume really doesn't grasp the meaning of a truly evil person. Well, if evil in the planet was like what she creates, this planet would be a heaven... That's ok, I like this optimistic approach and these "evil on the surface-warm hearted in their core" characters
