What the Emporer wanted was:
1) A perfect Empress whom could lead the nation and be his support aka Navier.
2) A woman who is reliant on him to live aka worshipping and praising his every action.
3) A heir.
Navier does not fit the second as she is independent and the mother of the nation whom ppl relie on. The Emporer relies on the Empress to deal with ambasadors, the nobels and all staff in the castel. SO HE RELIES ON HER, not the other way around...
Navier does not fit the third, because the idiot Emporer belives her to be infertile, Btw he is the one that is infertile.
