This is what I have been saying from day one... Eugene never accepted her as a replacement for his dead sis, you can also find questionable moments even from the very beginning and as you said they only lived together for two years. Just a small correction lol Some might say that yeah it's okay for the brother to develop feelings under this circumstances but doesn't she have her past memories? And to this I reply read the novel. If you read her past thoughts you will realize she had some feelings for him which were more than brotherly love but she never realized. (she definitely will in this timeline though lol).

I think it's fine if Hari and Eugene end up together. From the very beginning there were already hints, although vaguely but it's there. They're not blood related even, and if you think about it. Hari was only at Ernst for 2 years so she practically grew up in Vastia. She treats Johannes more as her brother than Eugene.
