That can be a name but a lolicon is just some one who likes pubescent girls or boys not so much rape but they like the younger looking

Lolicon actually generally means little kids. It CAN mean people who look younger, but in general it refers to relationships with young girls. Hence lolicon and shoutacon are two genres in which young children are in relationships with adults.

The genres can also be for being in relationship with other loli and shouta characters, not just the more mature characters
