Damn, now I'm the one who is curious too.
It wraps around the shaft. It's actually very interesting imo, and helps a lot of people who have otherwise tiny dicks. Penuma have a portion on their site with before and after photos if you want to see how it looks.

I just looked it up and it looks painful. It's like a tiddy implant but for their peen. It looks like a freaking translucent pvc pipe!! Does it expand the body or the head of the peen??!!
