I mean if you think about it, he only wanted to propose because of the gift he had received from FL. That gift was like a temporary cure for him, meaning that, that was the only thing that made him want to marry her.
Another thing was the sense of familiarity which neither of them have knowledge about yet so it's safe to assume that He technically hasn't fallen in love with the FL just yet, hence the fairy saying "shall I make him fall in love with you?"
