You guys needs sit down and get a history lesson. Kai can't do anything. Why? Well, Because:

1. He is underaged and can't make decisions like that alone.
2. He doesn't have much power yet.
3. He's probably scared right now.
4. His guardians are more influential and respectable.

Let me explain furthermore for you who can't seem to understand. Now, If you think Kai is an idiot and useless, Read below!

Kai is still a child. Even as the emperor, He clearly doesn't have many supporters or help. If his own teaching instructor just ratted him out, Obviously the people around him are in it for the fame. Now, Let's talk more about his position right now. The emperor is a highly respected position as the leader of their land. An emperor makes the best decisions for the people. They have to have a lot of respect and people backing them up to do certain things. Here is an example. This is in absolutely no way meant to be racist. I just got done watching the news so I thought of this. Let's say President Trump wanted to blow up China. Could he just do it because he wants to? No. He'd need the help of the Vice president and many politicians/ People of the military to agree. Now let's translate this into the story. Kai wants to do something. ( he's the president. ) yet Grand Duke and Edith are preventing him from doing that. ( They're the politicians and Vice president. ) the moral of this example is, Even if your position is extremely high sometimes you can't do certain things without other highly influential people supporting you. Edith and Grand Duke have been in the world of high society for many many years while Kai seriously just got into it. He's totally outmatched even if he is the emperor. Of course people will believe the side which is more powerful. Kai only has the Duke and his sister. What Grand Duke and Edith said is also true. I think it is a real crime to give the emperor something like that book. They just called it out with bad intentions. If Kai does do something, Things will get messy. Everyone who does respect him will probably lose respect for trying to avoid his sister from being punished by the law. In another case, He is still just a child. A lot of people who could help him are against him so he's all alone. I don't know why people expect him to do something under these circumstances. He really can't just order them to stop or something. He has only gotten so far because he's emperor in title and people can't just shit talk or bully him.
Which reminds me, The chapter ended before the Duke could do anything. So you all should also stop hating on the Duke for not doing anything yet. He was just letting the other side explain their story. Just because he didn't scream at them doesn't mean he won't do anything. I have faith in him. People say in the raws he definitely does something.
On another note, Please don't comment about my trump example. This comment is meant to teach people why Kai can't do anything. I'd appreciate it if you didn't try to meme it.
