I’m like 99.9% sure they’re Seunghos thoughts, because, The thought bubble said something along the lines of “we don’t need to share what’s on our minds” but NK literally just did a couple panels ago. I think it’s reflecting on Seunghos confusion about his feelings.

I feel it's Seungho but this may be wishful thinking. People who read Korean though says that they can tell it's Nakyum because it is written in formal way and this would make more sense if it was Nakyum talking towards Seungho instead of the other way around.
So, apparently based on the experts of the language, it is Nakyum's inner thoughts.
