There's this short shoujo manga that I read a couple years back...The student council prez was a girl who always try to act calm and composed and all that (but she's definitely not like that) then something happened so she went to the roof top before she could burst with all of her emotions. But then there was a cute guy that was there and was amused. Thus he started following her and teasing her but he was also helping her along the way.. oh and happy New year peeps!!
