that would be tantalus. he cooked his son for a feast for the gods, and was punished for it by being submerged in water he can never drink, with a fruit tree hanging over him that can never reach.

The metaphor used is kind of similar with the greek mythology i read from reading percy jackson .. where this one king is punished to be starve forever
