i feel like they're being super nice to the twins because they feel guilty bout wanting them dead and abandoning them and stuff
I think the emperor likes the kids exactly cause of that they are children, small, cute, fragile. Something you can easily come to cherish and be attached to. There probably are many other factors but what I mentioned previously is probably playing a big role in it. The emperor is nor a bad person but barely pass as a father as the children he had before the twins were children for too short of a time for him to fatherly towards. So that is why he makes so many mistakes when it comes to trying to be a father.
By the way to anyone that took my comment the wrong way, what I said it was in a fanny exaggerated way of putting that I am mad at the emperor for always making misunderstandings and ruining his image in front of the twins.
