No, she can't beat his strongest as you can look back once more he was told to not harm her, he was not allowed to do physical damage or use his claws against her. Beru is a nasty opponent to face even when nerfed after becoming a shadow. If we had to technically class him in their hunter scale SSS+ Ranking sounds about right for Beru while Jinwoo is constantly growing and excelling his Rank will always be getting higher so you can't truly Rank him.

If you looked at any of the other Rankers who are stronger than her you will note that they couldn't even get that close to Beru either. All of Jinwoo's shadow soldiers can grow as well keep in mind they can rank up which makes them all the more terrifying.

He didn’t use his full strength and abilities he probably tampered down on his defense as well which is why jinwoo had to stop before beau became serious although her attacked hit it didn’t affect him much

He didn't dodge because he didn't have a need to, damage dealt to him is merely temporary. He was created to keep going no matter the opponent so he is the type to die while taking all of those he can down with him. Beru is a scary creature when you sit to think on it.
