I still don't trust him. He choked a child in the present. He needs to redeem himself a lot more.
I feel like the emperor learned from his mistakes. Like when he tortured the uke, he felt like shit after and told himself something along the lines of "Ye, this is not doing it for me, I feel even worse when I see him suffering. If I could go back, and not do this shit, I would (hence why he said that he will never break his foot again)" and now he has the chance. Plus after the uke died, maybe he reflected on his actions? Like he truly saw what he lost and swore that if given the chance he would do better. Would make sense then why he can't even think of hurting the uke now.
