Tbh, talking to strangers on the internet is never safe lol.
But places that I reccommend and/or heard of: Amino <~ very nice communities on here, Discord, Omegle, ChatRandom, and just literally google "random chat" or something.
If you wanna talk about manga/anime specfically, keep track of your watches/reads and be able to write reviews, anime-planet is a great place as well.
Also, there are plenty of people here who want to make LINE groups or insta groups so you can ask "im making a line group, send me your ID" and create a group idk.
