Looking at it another way it could be read as "unification" and "judgement"?
I mean, in a metaphorical way or as a metonomy it might work.
I just postet the literal translation. Frieden is definitly peace and richter is because of the -er indicator a person = judge. But in a less literal sense, your proposition sounds solid :)
