The people that once love her completely turned on her and hated her because she was incompetent. Albeit her stupid ass chose to be incompetent cause she never learned anything just let Tia clean up after her lazy ass.
She came back for revenge and with a purpose to fuck shit up which I TOTALLY understand HOWEVER the fact that she included Tia in her fuck shit up list is what bugs me the most.
She literally came back to kill Tia just because the people were regretting Tia being killed and because people were comparing Julian's incompetent ass to Tia's competent ass. Keep in mind this sudden love and regret for Tia only happened after Tia died.

why bother going back in time to continue to trash another's life when the result will always be the same? She'll end up with the prince, be the true child of prophecy blah blah and blah...
she had those and probably even better in the last life, why come and ruin things in this life when its obvious you're going to be seen as a villain (aka going to duke zena)
