The theory she's the puppet of the goddess was put out there, but there are times it would be to obvious if she was and yet there are times it just makes you question the what if scale.
Venus.
My theory is she IS the goddess. Or rather an avatar of the goddess since she can't set foot on the world directly. But that's not all. I also believe she is indeed a player from the MC's original world. Just not a regular one, but a GM. A GM in a game is basically a god after all. And considering how this manga takes a lot of details into account between the game and the other world, that seems the most likely to me. And lastly, I believe she was a fan of Lufasu in the game, but was unhappy with how Lufasu's story ended. And now she's basically writing a fan fiction in this other world, guiding everything to go according to how she wants the story to go.
It doesn't explain how this other world came to be, or how exactly Diina became the god of the world. But it seems to all fit. Of course there's every chance I'm wrong. I can only go on vague possible hints here and there. But that's what I think it happening.
Forgot a part, about why I think she's a GM: She claimed to be a beta tester. And she has access to powers only beta testers, GMs and the dev team would have access to. But she's clearly not -just- a beta tester.

She is an avatar created by Alovenus, not directly through her powers, but rather through the usual process of birth of living beings. She's a half-elf born to an elf father and a human mother in an elven village.
