I think he was more disappointed that she isn't Rika. Her outfit was more on the casual side, so he was probably questioning her professionalism too from the very start, since later on, he disses her for not being prepared with documents and stuff.
That was so rude of rui. He totally judged her because of her appearance. People like them make me really pissed.
