It was Rowoon who was thinking that in Chapter 0. If you reread it (I had to a lot of times) you'll see how it's actually his thoughts.
You'll see how a hand in first person POV catches a petal (Rowoon's hand) and then makes the wish after. That's how I interpret it.

Am I the only one who kind of doesn't like the FL ,in chapter 0 i think she was the one saying how she wants the blond boy to be always happy ,and then how she wished it was only just the two of them (so basically without the ML ), or was it someone else that thought of those things ,I think she was the only one from them three who caught a petal , not sure if I'm correct but I'm probably wrong. Even if she wasn't the one who said those things ,I feel like she has that annoying type of character ,just my opinion.
