In this story the emperor has 2 wives. The first wife is the most important and respected one, the empress. The second wife is the queen and she is sort of the empress's assistant,tending to the things the empress has no time for or cannot do for some reason. I'm the original timeline Jieun was empress and Tia was the queen, even though Tia did all the job of both queen and empress, because Jieun was a naive idiot who refused to even learn how to do her own job.
Well, in the manhwas, I have the impression that the queen is the one who governs only for the people while the empress, in addition to governing for the people, has important functions equal to the emperor, such as receiving guests from other nations and maintaining relations of good coexistence. Taking a look, by the word, it can be understood that the queen is the one who rules a kingdom while the empress rules an empire, which can be formed by several kingdoms.
To me a queen is just a high ranking concubine
