He's in high school, has no financial freedom, and he hasn't seen the uke since they were children. He basically has no existing relationship with the uke so coming back to Japan just to see his first love is not practical and actually very creepy behavior.
Think about it, if some dude you've never seen nor heard from since you were kids suddenly show up at your door and tells you that he loves you and has come back to your country just for you, you'd be creeped out too.
