I see so many people are annoyed by her liking the Emperor when she should be focused on her "sister", but I think there is a reason for it, like God is teaching her that she doesn't need to blame herself for her sisters death in the first life, that she should not live for her sister but for herself.
Of course she should care for her sister, and she does, it's as clear as a day that she cares, but she shouldn't live only for her sister, and maybe that's why God choose Caleb to be her husband, someone who also has faults and it's willing to love her.
