He showed his "love" to Haesoo in the worst way possible. He does deserve to be happy, but not with Haesoo.
Haesoo did some shit to him too. The both of them just CAN'T end up together and "be happy". The problem isn't from only one person, it's from both of them. They can't bring happiness to each other.
Let Joowon find someone who trully will give him happiness, as Haesoo did. Haesoo is gonna be able to get over the past by Taekyoung's side and respecting Joowon ans wishing him happiness means to let him get over Haesoo and be happy with someone else.
