It's not about "letting" your kids do anything. Most parents don't want their children kissing anyone regardless of the age difference. But you get to a certain age and your parents aren't always there.
When I was 14 I was kissed by a 27 year old. I knew him for about a year and there was never anything inappropriate about the relationship. He was the cousin of some friends I used to hang out by. He kinda used to babysit and he used to help me with my homework. He kissed me when we were leaving the area. That was the last time I ever saw him.
