Lol noope stays the same shitty bastard fuckin bitch person he already is. He doesn't get better, he gets no redemption (at least from what I know so far), and he does a MULTITUDE of shitty fucked up stuff starting with this arc and continuing. So if you mean character development in terms of somehow continually getting worse as a person. Then yes. He does. And I can only pray as I continue to read this novel that he dies a horrible painful death. He needs to burn and feel the fiery pits of hell.
