You don't need to register for an account in order to start a topic. However, comments are used so that a particular user may leave his/her own rating of the manga and his/her own tags of it. You need an account for that and that is the difference between topics and comments (i.e. rating, tagging).
hmm.. after some time I still prefer the old version. The new one, although it's quite fancy, it's kinda hard for my eyes.. and the comment section is confusing too. Why are there both topics and comments.. Such unnecessary repetition.
