u feel like the emperor is one of the dragons and can be killed only by the sword. And that he wants to be put out of his misery. Thats why he doesnt want he harmed. Because he knows who she is. And also before he got the sword, he didnt know that she was the only one who could yield it. So i think that he wants her to kill him but she cant have hatred when that happens so he is trying.
