Other way around and probs
Idea said one has YiBin's blood and two doesn't so the twins were most likely formed when Hwa took on the lycan form... the third was probably formed after Hwa was exhuasted and his lycan form receded or maybe before he took on the lycan form..
maybe Idea does not recognize the third baby as Hwa's because Hwa is half lycan and that baby received Hwa's lycan blood while the twins received Hwa's vampire blood
