He did. There were many maids and attendants who were to care for them. However, they treated them wrong.
yeah cause it wasn't just rurahel who abused them, the servants were mad they were separated from the kingdom and had to take care of illegitimate children in a remote hidden mansion

so he left her with the kids to protect them for being illegitimate children. this chapter proves he didn't do anything wrong, rurahel became alcoholic and abusive after he left them. he didn't visit because he could risk their safety.
