Considering shishigumi are the big guys of the black alley market right now I think it makes sense that they're considered "the boss". Plus, by getting the other gangs out of the way first, legosi and melon can focus on each other at the end w/o interference.
I don't get this whole fight my gang stuff, like mini bosses before the big boss. I hope Melon doesn't end up changing to superbeastar mode sayayinb with sharingan jutsu tiara or something in the end (he already did buff because why not?) (￣∇￣")
