I think someone did some translation of a translation(from spanish raws) and Hero Scans is stil an active scanlation group so they are most probably still working on this chapter when someone decided to step in and do the translation and uploaded it instead. Hence the original group translation this, that is Hero Scans, is feeling discouraged to continue working on this. The random person who did this recent chapter's nowhere to be found too and i guess definitely won't continue to translate either. So this might be the last translation we see of this manga. For one, i am patiently waiting for this manga to be completed too. So i am devastated.

Could it be that the person who did this thought that Hero Scans dropped it? Maybe he/she didn’t have ill intentions. But in that case he/she should’ve asked them first :(

They will not drop it. Maybe the person does really have no ill intentions and just wants to share it with us, we can't know for sure. Let's give him/her/it the benefit of the doubt. But yep, agree that the person could've at least asked the original scanlators first or this wouldn't even happen.
