Well we cannot be certain that iino will not mature and that rules are not absolute.
I think Ishigami should be with the person who treasures him and really care for him. Not because they pitty him but someone who sees him especial, the way we know that he is. I am not sure yet that iino is seeing him as special but i am pretty sure tsubame does not see ishigami as that. I think at the very least she consider ishigami as a person worthy of respect.
ISHIGAMI DESERVES TO BE LOVED WELL I DONT WANT IINO OR TSUBAME TO HAVE HIM HE IS TOO PURE. AT THE LEAST, IINO HAS TO FIX HER ATTITUDE A S A P
