Yes. It is left unsaid in the manga (they want to concentrate on the main lead apparently) but in the novel there is POV of multiple characters. In the POV of Jude he is aware that Sei is being pursued by the Captain of third knigh'st order and regret not being a noble to be able go against him in an equal footing. He also realized that Sei is becoming more and more popular and is regretfull that he won't be her only reliable ally anymore. He wanted to monopolize her a little more before she opened up to others. He was the first to actually talk with her after all after she was summoned from Japan (before him she only talked with the maids). Well, even if he is in love he decided to not cross the line and to remain his friend. He pretty much gave up before even trying.
Sei's shameless apparence was too much to take for his delicate maiden heart. Especially since he love her romantically. Poor Jude.
