Honestly i Still firmly believe that that shit of a man should be killed but i see your point. He seems like a decent emperor compared to many others in history but Still, selling your childhood friend, raping random women and the list goes on. but I really admire Bella, because she got over all her scars and forgave him. This is proof of how much she is fitted to be empress. He really need someone to knock some sense into him and bella is fitted for that. And they both love each other if she keep giving him the cold shoulder they'll never be together.
