She's not 'stupid'. She's in a game as a villainness. If she was a typical heroine who thought otome games can be changed to suit her whims I'd find her to be so boring and cliched.
The point is that there are a lot of similarities between anime and this webtoon and that main characters (physicaly) look alike. Ofcourse there are differencies.
