How is he going to say the safe word if he is gag?
You can still have safe words even if you can't speak. You can make certain noises like saying "uh oh" 3 times and shaking your head.. the point of a safe word is for when you don't feel stafe and wanna stop, being able to have one when you can't use words is important in BDSM or at least to stay safe.
