It seems like the father had a secret affair with takezou's mom even when his wife was alive. So Takezou is his own son. After his wife passed away he brought Takezou and his mom in the family. He didn't want others find out his affair so he pretended that Takezou is his new wife's son.
So Shinobu and Takezou are half_brothers
