In a previous chapter they mentioned something about it being in the 1600s. Im not sure what the style was exactly back then, but it might explain some things!
It can't be that either. 1600s was baroque, with those massive collars, wigs and huge paddings making the dresses very large and heavy. Baroque also doesn't show any skin.

It's just something little that catches my eye on a lot of these reborn/soul travel manhwas. It's the dresses and hairdo's. In this particular manhwa they appear to dress European Victorian style (Victorian refers to the reign of Queen Victoria (1837–1901)). With the exception of using way too many bows and frills.
Also, Victorian ladies would never ever go out with their hair loose. If they'd try to enter a ball with a hairdo like Canarias, I doubt they'd even get in the gates. It would be considered vulgar and her parents would have sent her off to the countryside into hiding long ago. Let alone the crown princess appearing in such a way.
Obviously the author can use his/hers artistic expression however he/she likes, it just seems to be so common with the manhwas. They all have 3 million bows and frills with flowing hairs down to their calfs. To get a better look at the actual style you can, for example, watch the movie Marie Antoinette. :)
