I think that was him basically 'pulling' because he wanted a reaction from Yoshino. He's used to making people confess first and this is the first time he likes someone so he's just doing what he's used to because he really wants Yoshino to confess.
He doesn't openly make out with anyone but he hints he will and always goes along with Yoshino's reactions (like when he was going to the other room but in the end took him home when he saw he wanted to stop him) he's always trying to provoke Yoshino but gets messy because Yoshino doesn't react as he expects.
The fact that seme is in love doesn’t really make sens when you read chapter 2 and 3...like, i can just think « ah...plot... », the love story disappointed me a little bit...
